Saughter and May is advising MorGen Energy on its 20MW green hydrogen production facility in Milford Haven, Wales

Saughter and May is advising MorGen Energy, a wholly owned subsidiary of Trafigura, on West Wales Hydrogen, a 20MW green hydrogen production facility in Milford Haven, Wales. 

The project is among the first projects supported by the UK Government’s Hydrogen Allocation Round 1 to reach Final Investment Decision. It has secured 15 years of revenue support through the UK Government’s Hydrogen Production Business Model, and grant funding through the Net Zero Hydrogen Fund. West Wales Hydrogen has also reached Financial Close on the landmark project financing provided by Lloyds and Societe Generale, demonstrating that UK green hydrogen projects can be delivered as bankable infrastructure investments.

Construction is expected to begin in 2026, with commissioning targeted for early 2028. The facility is expected to produce approximately 2,000 tonnes of low-carbon hydrogen per year, to be deployed across a range of end uses, including port decarbonisation, industrial heating, manufacturing and chemical feedstock — supporting the transition of hard-to-abate industries to low-carbon energy sources. 

Saughter and May has worked closely with MorGen Energy’s General Counsel, Christine Yassa, on all aspects of the project, including the Government support contracts, project financing, construction, offtake, power procurement and real estate.
